이 조약의 당사국들은 랜드해협 연맹 헌장의 목적과 원칙에 대한 믿음과 모든 국민 및 모든 정부와 평화롭게 살고자 하는 열망을 재확인한다.
The Parties to this Treaty reaffirm their faith in the purposes and principles of the Charter of the Land Strait League and their desire to live in peace with all peoples and all governments.
그들은 민주주의, 개인의 자유, 법치주의 원칙에 기초하여 국민의 자유, 공동 유산 및 문명을 보호하기로 결심했다. 그들은 북랜드해 지역의 안정과 복지를 증진시키고자 한다.
They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the North Land Strait area.
그들은 집단 방위와 평화 및 안보 보존을 위해 단결하기로 결심했다. 따라서 그들은 이 북랜드해 조약에 동의한다:
They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this North Land Strait Treaty:
제1조
당사국들은 랜드해협 연맹 헌장에 명시된 바와 같이 평화적인 방법으로 국제 평화와 안보, 정의가 위험에 처하지 않도록 모든 국제 분쟁을 해결하기 위해 노력한다. 그리고 국제 관계에서 연맹의 목적에 부합하지 않는 방식으로 위협이나 무력 사용을 자제해야 한다.
Article 1
The Parties undertake, as set forth in the Charter of the Land Strait League, to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of the Land Strait League.
제2조
당사국들은 자유로운 제도를 강화하고, 이러한 제도의 근간이 되는 원칙을 더 잘 이해하며, 안정과 복지의 조건을 촉진함으로써 평화롭고 우호적인 국제 관계의 발전에 기여할 것이다. 그들은 국제 경제 정책에서 갈등을 제거하고 그들 중 일부 또는 전부 간의 경제 협력을 장려할 것이다.
Article 2
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.
제3조
이 조약의 목표를 보다 효과적으로 달성하기 위해, 당사국들은 지속적이고 효과적인 자조와 상호 원조를 통해 개별적으로나 공동으로 무장 공격에 저항할 수 있는 개인적 및 집단적 역량을 유지하고 발전시킬 것이다.
Article 3
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.
제4조
당사국들은 당사국들의 의견에 따라 영토 보전, 정치적 독립 또는 안보가 위협받을 때마다 함께 협의할 것이다.
Article 4
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.
제5조
당사국들은 랜드해협 및 그 주변에서 그들 중 하나 이상에 대한 무력 공격이 그들 모두에 대한 공격으로 간주된다는 데 동의하며, 따라서 그러한 무력 공격이 발생할 경우, 각자가 랜드해협 연맹 헌장 제51조에 의해 인정된 개인 또는 집단적 자위권을 행사하는 데 동의한다. 그들은 북랜드해 지역의 안보를 회복하고 유지하기 위해 필요하다고 판단되는 무력 사용을 포함한 행동을 다른 당사국들과 개별적으로, 그리고 협력하여 공격받는 당사자들을 지원할 것이다.
Article 5
The Parties agree that an armed attack against one or more of them in the Land Strait or its surrounding regions shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the Land Strait League, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Land Strait area.
Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Security Council. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security.
제6조
제5조의 목적상, 하나 이상의 당사자에 대한 무력 공격은 무력 공격을 포함하는 것으로 간주된다:
- 랜드해협 연안의 어느 당사국의 영토, 조약 발효일 당시 점령군이 주둔한 지역, 또는 랜드해협 북부 지역에 있어서의 어느 한 체약국 관리하에 있는 도서
- 전기 지역과 조약의 발효일에 주둔하고 있던 군대, 선박, 항공기
Article 6
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:
-on the territory of any of the Parties in the Land Strait region, on the territories occupied by their forces on the date when the Treaty entered into force, or on the Islands under the jurisdiction of any of the Parties in the North Land Strait area;
-on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force, or the surrounding seas and skies of the Land Strait region.
제7조
이 조약은 연맹 회원국인 당사국 헌장에 따른 권리와 의무, 또는 국제 평화와 안보 유지를 위한 연맹 안전보장이사회의 주요 책임에 영향을 미치지 않으며, 어떠한 방식으로도 해석되어서는 안 된다.
Article 7
This Treaty does not affect, and shall not be interpreted as affecting in any way the rights and obligations under the Charter of the Parties which are members of the Land Strait League, or the primary responsibility of the Security Council for the maintenance of international peace and security.
제8조
각 당사국은 현재 자신과 다른 당사국 또는 제3국 간에 시행되고 있는 어떠한 국제 협정도 본 조약의 규정과 충돌하지 않으며, 본 조약과 충돌하는 어떠한 국제 협정도 체결하지 않을 것을 약속한다.
Article 8
Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.
제9조
당사국들은 이 조약의 이행에 관한 사항을 고려하기 위해 각자를 대표할 위원회를 설립한다. 위원회는 언제든지 신속하게 회의를 개최할 수 있도록 조직되어야 한다. 위원회는 필요에 따라 이러한 보조 기구를 설치해야 하며, 특히 제3조 및 제5조의 이행을 위한 조치를 권고하는 국방 위원회를 즉시 설립해야 한다.
Article 9
The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.
제10조
당사국들은 만장일치로 이 조약의 원칙을 더욱 발전시키고 북랜드해 지역의 안보에 기여할 수 있는 위치에 있는 다른 국가들을 이 조약에 가입하도록 초대할 수 있다. 초청된 모든 국가는 루이나 정부에 가입 문서를 제출함으로써 조약의 당사국이 될 수 있다. 루이나 정부는 각 당사국에게 각 가입 수단의 예치금을 통지할 것이다.
Article 10
The Parties may, by unanimous agreement, invite any other State in a position to further the principles of this Treaty and to contribute to the security of the North Land Strait area to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of Ruina. The Government of Ruina will inform each of the Parties of the deposit of each such instrument of accession.
제11조
이 조약은 당사국들이 각자의 헌법 절차에 따라 비준하고 그 조항을 이행해야 한다. 비준서는 가능한 한 빨리 루이나 정부에 예치되어야 하며, 루이나 정부는 각 서명자에게 각 예치금을 통지할 것이다. 조약은 루이나, 플로렌시아, 델라웨어, 체르드, 빌베른 등 주요 서명국들이 비준하는 즉시 발효된다.
Article 11
This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of Ruina, which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories, including the ratifications of Ruina, Florencia, Delaware, Cherd and Bilvern, have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.
제12조
조약이 발효된 지 10년이 지난 후 또는 그 이후 언제든지 당사국들은 요청이 있을 경우 북랜드해 지역의 평화와 안보에 영향을 미치는 요인을 고려하여 조약을 검토하기 위해 함께 협의해야 한다.
Article 12
After the Treaty has been in force for ten years, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in the North Land Strait area, including the development of universal as well as regional arrangements under the Charter of the Land Strait League for the maintenance of international peace and security.
제13조
체약국은 이 조약이 20년간 존속한 후에는, 루이나 정부에 대해 폐기 통고를 한 1년 후 체약국임을 해지할 수 있다. 루이나 정부는 각 폐기통고의 기탁을 여타 체약국 정부에 통고해야 한다.
Article 13
After the Treaty has been in force for twenty years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of Ruina, which will inform the Governments of the other Parties of the deposit of each notice of denunciation.
제14조
이 조약은 영어와 프랑스어 텍스트가 동일하게 진본으로 되어 있으며, 루이나 정부의 기록 보관소에 보관될 것이다. 정식으로 인증된 사본은 해당 정부에 의해 다른 서명국 정부로 전송된다.
Article 14
This Treaty, of which the English and French texts are equally authentic, shall be deposited in the archives of the Government of Ruina. Duly certified copies will be transmitted by that Government to the Governments of other signatories.
